Route 99 was the only Highway the produce haulers rolled north and south on before Interstate 5 was built. Due to the high volume of drivers talking on 19, Drivers hauling produce put the word out to find a resolution of all this confusion on channel 19. Channel 15 started out as the MAIN channel for the Produce Haulers from Southern California to the Bay area. Channel 17 was the MAIN channel for the Produce Haulers from Northern California to Southern California. Channel 19 was and still is East to West direction. I remember when channel 21 from LA to Phoenix was the main channel. Channel 3 is for motorcycles. Channel 6,7,8,and 9 (Yes, you read it correctly) is the South of the Boarder NAFTA channel. Nowadays, it's all a Blur here in SoCAL.
Not sure when this all changed with Route 46 being the Marker for channel change over.
North of Route 46: Channel 17 (About 20 +/-5 miles north of Bakersfield)
South of Route 46: Channel 15 to Border
Anything East to West:Channel 19 (Entire West Coast)
Interstate 10: Was Channel 21 from LA to Phoenix, but seems to have lost that over time, nowadays it's been channel 19.
