Geez, how many times do we have to say it... the only way the FMCSA hears about anything is through inspections. If no inspection was done there is literally NO WAY for the FMCSA to know about it and thus no way for it to be on CSA or your PSP.
The only exception to this is DOT-recordable crashes, whether at-fault or not. If the cop does an accident report but no inspection and the accident was DOT recordable for what ever reason it'll show up. I believe, but I'm not certain, that any citations issued as a result of the accident will show up as well, even without an inspection, because they are usually listed on the accident report, but I haven't seen anything stating this to be true. It could very well be this is true because it would automatically trigger an inspection, or isn't true. I'll see what I can find on that.
Edit: I forgot to add that carrier audits/investigations are another source of data for the FMCSA though I'm not entirely sure how that factors into CSA.

If a citation is issued, inspection or not, it will show up on cmv reports if the indivdual has a CDL. there are 5 copies to a written citation:
Copy 1 (top) white goes to the Driver
Copy 2 Yellow goes to the Clerk of courts
Copy 3 pink goes to the State attorney office
Copy 4 Lt Blue goes to the public defender's office
Copy 5 Lt red goes to the DMV
Now do they all get there and then wait for the court date? Nooooo the DMV is filed and sent to their records for entering in the NCIC and (in FL.)FCIC. Now if you show up and fight the ticket in court and win the Judge sends a copy of the release to the DMV and the Clerk Of Courts.
That is how any citation gets on a CMV or non CMV license.13'trucker Thanks this. -
On your MVR correct. But many folks are saying it'll be on your PSP and your carrier's CSA and that's not true unless an inspection was done. Hell, there are times it won't even be on your MVR because states can't seem to communicate correctly all the time. Always worth checking by getting a copy of your own MVR, PSP and even DAC to make sure it is correct, especially after major incidents and tickets.Gently Thanks this.

I'd like to include, a written warning, which he called it, from any non dot officer will not show up either. I've had a warning from county cops about something minor but since she was not dot approved it did not show up (by the way she did he own personal inspection of my cmv, which included a one minute walk around and poke at my tires, haaa. No official inspection because she did not have jurisdiction to do so however she could have called a trooper)
Basically state trooper and dot warnings show up, county and city warnings will not. It's up to the state which jurisdiction of police are considered dot applicable, so do a search for said state you got a warning in and find out.13'trucker Thanks this. -
It is true information can be gathered by the FMCSA by other means however the principal means is those long form inspections. A general run of the mill ticket ( or warning ) even if issued by a state officer only effects DMV. It will not get sent to the FMCSA. Only CVSA/MCSAP/DOT certified officers State County or City cops issue long inspection forms under the FMCSA MCSAP rules and are paid for the data. You get a ticket AND long formed with violations listed YOUR GOING TO GET POINTS BY THE FEDS. Otherwise it is just going to hit your DMV record. (Maybe).
