You're allowed whatever your steer axle is rated for up to 20K. (Unless you're in a state that limits the steer axle to less, but it will be like 18,000 or 16,000, not 12,000.)
I used to cross scales all the time with 13,000+ on the steers and 33,000+ on the drives and 33,000+ on the trailer tandems. As long as you're not over 80,000 gross and your steer axle and tires are rated for that much weight it's perfectly legal.
