You are right, he didn't run or break through any barricade.

My question is this.
From what I heard this happened at around 1755, but the barricades were put up at around 1700.
That is nearly an hour of lag time.
So just how does the driver slip through the barricades with such a lag time until the incident?

Did he stop on the side of the road for a 45 minute power nap or something?

 

Had to take his 1/2 hour break.....

 

17:00 they ordered to barricade, 5 - 10 minutes to send order to everyone who is involved. 20 - 30 minutes to move vehicles to position. 5 - 10 minutes to deploy.

 

Another report also said there may have been a couple other cars coming in behind the truck.
This may be a case of one on ramp being overlooked for closure.
