I pulled into a rest stop in Illinois around 7AM after an all night drive. I had just gotten to bed when some troopers whacked on the door and said they were conducting random inspection. They had the dope dog up in my trailer sniffing. They asked me the same three or four questions a half dozen times.
They did say I had the cleanest log book they'd seen in a while.

Then, If he doesn't recognize you, ask Both of Them If they want to Have Coffee and Cake while your there... Do it in a fashion where they can't say "No"...
If they welcome you into their home.....Start asking Millions of questions..Be a Pest. Have Coffee Then Leave...

Wait a minute. You are 5 hrs into a 10 hour break, LEO asks you to submit to level one inspection that takes 30 minutes. You have to log that time on duty, so your 10 hour break has to start over again.
I thought the precedent was clear, you do not have to submit to this harrassment, as indicated by the law suit. Tell the officer that you will be happy to answer his questions at the end of the 10 hrs.
If you drive in, or are in or around the truck for a shorter off duty period, you are fair game. -
Remember the first time I encountered this, I was doing one of my usual vampire reefer runs. Got dog tired and pulled into a rest area in WV. Well there wasn't any normal spots left, but there was room in the corner where everyone could easily get around me.
I wake up the next morning with 8 DOT officers parked directly behind me all bunched up turning the rest area into an inspection stop. Best pretrip I ever have done. Never bothered me either. -
Once I begin my 10, I won't answer the knock.
