From the time I got my first physical after the new CDL law went into effect until roughly 2005-2006 most of the time when I got a physical, I also gave a urine sample to be drug tested at the lab, this has started to change over the next 10 or so years. Right now there is NO FMCSA rule that mandates a physical include a drug test, but I don't know of any rule that says they can't do it if the carrier asks.

In the past clinics did routine physicals that also included drug tests IF asked for. In fact, I was out back around 2000 driving west on I-80 in Utah and got notified to test. I was also told to plan to get a physical as mine was close to expiring. The clinics did both and as stated still sometimes in conjunction with orientations. IT is correct to state the FMCSA rules for a physical say nothing about drug tests.
