Oregon, Washington, Idaho and Kentucky use NorPass. It's a proprietary pre-clearance system similar to PrePass. Those 4 states absolutely can and DO use NorPass to track you. They keep the data in their system for at least a year. Also, if you have a NorPass enabled PrePass, you can still be tracked for everything you did while in those 4 states. They can and DO use the info to support and issue log and speeding violations.

Yes, although they cannot go to PrePass headquarters to get the info, they can enter it into their own computer as you pass through. I've seen it many times. Some states look at the PrePass screen and manually enter it into their system. When they do this, they are not officially going to PrePass to get the info.
Next time you get pulled in or especially if you go through Wyoming, take a peek at the PrePass screen. It shows all of the pertinent info and stays there for quite some time...plenty long enough for a DOT officer with extra time on his hands to enter it into his computer. They don't enter them all, but they do enter some.
If you are fudging and you use PrePass, you're rolling the dice. You may get by with it for a long time, but eventually you'll get caught. -
There are 4 states that can legally use prepass for the purpose of enforcement. Those 4 can only use information to track you in their state. Those 4 states are Washington, Oregon, Idaho, and Kentucky.

Except that those states don't use Prepass. Need to get a better urban legend the next time you're listening to the know-it-all at the truckstop diner.
