The reality is that "true" double-declutching (the original term) is nothing but a timing technique to mimic the amount of time you need to be out of gear to complete a shift on a non-synchro transmission. You can just hold the clutch for the same amount of time to accomplish the shift; the transmission does NOT require a second pump of the clutch pedal!
European drivers have used synchronized transmissions for decades, and nobody uses that technique. But, DMV testers probably still require it, because, well, a lot of them have never actually DRIVEN a non-synchro gearbox. So, play their game for testing, then just drive it once you pass the test.
