I thank that would be a 9513 with front two gears on the main and counter shaft turned around, switched.
There were smaller series transmissions but I do not thank they work that way.
Larger series trans can do that but I do not think you can get the bell housing for them you want.
Search Eaton Fuller transmission ratios or something like that. When you find it you can see every model ever made and what the ratios are. I am not sure if a RTOO9513 was ever factory built and there are other possibilities.

Any eaton fuller RT, T means twin counter shaft trans is wide. They fit in the 4700 IH frame rails very tight. Like too tight. If your not hauling a bunch, why not a spicer 6+1 single counter shafts narrow trans. Then add a 2 speed rear end? Again not sure what your end game is really.

Get you an RTO6613 I have a 4900 with one and 3:55’s behind a 250hp DT466E best thing I ever done took a spicer 6+1 7 speed out and didn’t even make a drive shaft

Gives me flashbacks of a 4-door 4700 13 speed with twin ptos and hi-rail gear. That about made me quit wrenching. -
The only small frame transmissions are the 6xx an 6xxx ones and none are or can be made double od with off the shelf components. everything else is roughly the same size and quite a bit larger and heavier.
just use a rto6xxx transmission (.80 approximately od) and pick your rear end ratio accordingly. double or single or no od is not that important based on what you said in the last post, it’s the overall difference between the low gear and top gear. Obviously if you can’t get a rear end tall enough to make road speed this is not true. -
My RTO6613 is .79 or .80 I really can’t remember high gear against the dash. Run the first 3 in low. Run all 5 in intermediate and last 3 in high. I may have mis spoke earlier about the rear for some reason I’m thinking it’s 3:70 now I do know I put a 23.5 Rockwell under it when I singled it. It had 5.38 with the 6+1 and in low gear was a ####in dog. If you were pointed up hill or soft surface you needed a tug to get rolling with 26k total weight bed tools etc on 11R22.5’s. With that 6613 and 3.73 I am pretty sure on the right of way beside 42 inch pipe straight ### up hill on side of Russell mountain it’s let the clutch out #### it we gonna move this sled. I can’t count the tickets that ####er has gotten me either. So I do agree with @W923 no need for double over drive
