Since we're talking hf, I wouldn't think you would notice too much difference over using a good quality 97% shielded coax. I could be wrong. The cons with double shielded coax is that it would be stiffer material and harder to work with in a mobile installation. Good question. -
No unless after creating a good rf ground there are still issues.

Would I be correct in assuming that an antenna analyzer (and the right person using it) would be needed?
I think I have a good ground as far as using a multi meter, but I just got back into the hobby, after a 11 year hiatus, and I seem to be a bit rusty!

LMR400UF has more ground shield than rg8x mini or RG58. Better ground is always a good thing.

I've used both...and could never tell the difference one way or another.
