I don’t know about the rest of the states but he would have been fine in Ohio with the blade like that. I see dozers shipped like that all the time, granted not that big but I’m sure they were passing through so they had to be ok in at least one other neighboring state.

Looking at this picture it is (was) full dressed. C frame laying in the dozer. Another photo showed one ripper shank in as well. @truckdad is right on the weight. Book shows 147,405 lbs.
