Driver license state change for non citizens?

    Having an address is what the OP asked for. EVERYTHING else is yours, mine, & others' assumption.
    What would the KY driver license office say if you asked if it is legal to get a KY CDL while living in Clarksville, TN and having no intention to live in KY or establish a legal domicile? Someone helping you do this is volunteering for any number of problems. The address someone gives you can become a drop location for stolen online packages or drugs shipped through various package delivery companies. Guess who gets arrested? The tenant/owner of the address. "Some stranger on the internet said they needed it for a fraudulent driver license, not receiving drugs. I don't want to do 25 years for drug trafficking."
    TN ALSO requires you not just prove legal right to be in the USA but also proof of your domicile in TN. That proof includes lease agreements, utility bills in your name at the address (no cellphone bills count), auto registration, etc.

    TN is a REAL ID state and both proof of citizenship and address is required now.

    Nothing racist, Southern or Northern, about applying the same law to every person regardless of race. Although it is the favorite excuse for every difficulty in life for the hammer & sickle crowd.

    TN law requires proof of citizenship/Green Card, proof of physical address for CDL applicants. That proof of address requires 2 or 3 items. It's easy to fake the property rental agreement, but that is only 1 item. You need 2 other items. Those items can be utility bills (NOT CELLPHONE BILL), vehicle registration, voter ID, maybe even document showing welfare benefits AT THE ADDRESS you are going to use. It doesn't matter if other states do or don't require any of that. It doesn't matter what the TN requirements were in 1975 when someone's grandpa was King of TN. That's the law in TN in 2024.

    Without a physical utility bill in the name and at the address being supplied for CDL TN will not accept it as proof of anything. TN requirements since REAL ID are not the same as when you lived in the state pre-REAL ID. Remember the whole point of REAL ID is to not just hand out driver licenses to every foreigner that ask for one, such as the Sept 11 hijackers.

    Thanks,we find out we break the lease here TN and we move to Kentucky and we want to rent a house there.

    Then get a SD CDL. Not every state is required to accept what SD does.
    It is more likely the ONE KY DMV clerk was wrong about KY requirement than the THREE TN DMV clerks were wrong about TN requirements, if one was to place a bet.
