Driver license state change for non citizens?

    There's no fraud to it.
    What if you live in Nashville and also own a vacation condo in Florida. You can choose either state for your cdl. You'll have utility bills from both states. There's no fraud to it.

    Kentucky has no taxes on food at the grocery store, which is a good benefit.

    Then she should produce her utility bills and vehicle registration and enjoy her TN CDL. The situation the OP described is not what you are describing. It is either a troll or a fraud, as "she" described it.

    She doesn't have a TN CDL, she has a Florida CDL.
    Tennessee won't let her switch her FL CDL to Tennessee because she's not a US Citizen, but is here legally with a work permit and Social Security number.
    Kentucky has different rules and will let her have a Kentucky CDL.

    KY has income tax. TN has none. If "she" is only using a KY address, not living in KY, her food will be bought in other states but her income will be taxed by KY. Depending on which city in KY contains her address her city may also tax her income. When I worked and lived in KY I got the double-whammy of city and state income taxes.

    My sister lives in Tennessee, close to the Kentucky line.
    She does grocery shopping in Kentucky.
