What is true and what isn't true are both plain and simple. Stop making it more complicated than it really is. You act like a guarantee is something they should grant no matter what, even if you wrap one of their trucks around a light pole during your training. I think not.
What guarantee are you talking about? Driver Solutions does everything they say they're going to do, and the company sponsoring you picks you up immediately upon obtaining your Class A CDL. What is untrue about that? And why would you even be worried about any guarantees if you can own up to your end of the bargain. If you don't like the package, then don't sign up. What's a guarantee got anything to do with it?
You should be fine, but I would still request PAM. Because I stayed in contact with someone that went with USA Truck after they left C-1, and they weren't treated nearly as good as we were with PAM during orientation. PAM provided hotel rooms, free lunch, shuttle to their facilities etc. I was told USA Truck didn't give a #### if you starved. PAM also paid you $250 that week for orientation. Which isn't much compared to most large fleet carriers, but it's better than nothing.
I'd give USA Truck a shot myself, and I really don't believe all the nonsense people say out there, so I'd say go for it either way. Definitely stay thinking positive, because that usually helps out a lot. Don't let this Reycer clown scare you out of missing out on a good opportunity. I went through driver solutions, and did a year with PAM, and now I'm set to attend orientation with an outfit that pays twice as much as PAM paid. Get your year in, and you will do great. Just have patience.

Had my 2nd call with recruiter today. Was a quick conversation. She asked me when I could start school, I told her as soon as they wanted me to. 3rd was available, but I think Im gonna go with the 10th to organize things before I leave. She submitted my application to USA Truck (no PAM openings in my area). Kinda misleading, when she asked me when I could start, I assumed that meant everything was clear and theres no roadblocks left. I will talk to her again at 12:30 tomorrow. I emailed her later on asking if I could change the school I go to. She has me scheduled for Fort Wayne, and I see they got one in Texas that I want to go to. Not a deal breaker, just would be nice to have a good weekend trip to Texas before school starts. I also requested to change tuition plan to the Driver Choice Classic, which requires me to put $495 down, and it allows me to have a hotel room to myself and I get the money back after a years service time. Will update tomorrow after phone call.
