It’s called a “joke”or sarcasm-you’re reading into it too much.
Usually the running gag here on the forums is that whenever there’s an accident or other circumstance the popular response phrase is a driver who was running his 14 hour clock out.
OTOH, given that it took Arkansas DOT HOURS to traffic moving again because of the accidents along I-40, I wouldn’t be surprised if some of those drivers ran their clock out waiting for traffic to get moving again. All the trip planning in the world can go out the window if the highway is shut down due to a major accident.

I’ve seen this too often on 40 between LR and Memphis. But in their defense, I blame it squarely on the Arkansas DOT.
They block ramps, once there is no more parking. Forcing drivers to drive, or park on the shoulder.
What should have happened, they should have closed it before it got stacked like that.
I drive. No way in hell am I parking on shoulder. I may not get above 20-35 mph. But I’m finding a safe place to park.x1Heavy Thanks this. -

Sometimes I consider the problem that possibly Agencies have tried to punch above their weight. Build a cute rest area for 200 cars and 100 trucks and forget it.
What they should not have done is put a rest area into most towns on up who have a adequate police force and able to keep an eye on everyone.SteerTire Thanks this. -
