Yep, you really need to not trust random posters as 398 only applies to Migrant Workers and transporting them.
Part 398
TRANSPORTATION OF MIGRANT WORKERS
§ 398.2: Applicability.
(a) General. The regulations prescribed in this part are applicable to carriers of migrant workers by motor vehicle, as defined in § 398.1(b), but only in the case of transportation of any migrant worker for a total distance of more than 75 miles (120.7 kilometers) in interstate commerce, as defined in 49 CFR 390.5.
As for anything that actually applies to you, I dunno. I did do a swap once though and picked up a trailer at a shipper with a broken off door to take to our yard, but it was only 8 miles away. If I were you, I'd just convince the company to actually pony up the money to fix the equipment.

1) He specifically stated this is a
"Farm Truck"
And 2) He is traveling 600 miles...that's more then 75.
