This issue is a sore spot with Californians especially Southern Californians. 80% of the water is utilized for agriculture and recently the Ag biz and several engineers have come up with several solutions such as recycling irrigation water that drains off the fields.
- California needs to rebuild and/or repair its current levy system in the San Joaquin Valley
- Utilize the huge reservoir otherwise known as the Pacific ocean (There is a water reclamation plant in Fountain Valley, CA that was built in the early 70's to process sea water. The project fell through and the site remained half built and idle until just a few years ago. They now process fresh water from sewage to inject water into the aquifers in the OC)
California is mostly desert including up to the beaches. Most of So-Cal averages around 19" of rain. When it does rain, most people want it to stop, it "ruins" the image of sunny So-Cal.
We get enough rain to "green up" the hillsides for a month or two and now, the hills are turning brown and in a few months the Santa Anas will be back along with the fire bugs
I wish that So-Cal could receive rain like Seattle.
I like rain, I like snow, I like green, not the brown and all of the dust
Maybe I'm not the typical So-Cal native

the drought started right after Arnie watered his prestigious estates......
{Arnie wants to have enough water through summer for his huge gardens, puts California residents on Drought Restrictions, sounds better}
