There are no excuses. It’s up to each Individual to take responsibility for their actions and decide their own fate. The Law is supposed to apply to everyone, even the Police. With all the documented cases of corruption in every major city, along with plenty of small towns. I can’t believe anyone would say it’s rare. The truth is very few complaints to Internal Investigations ever get investigated. Police Brutality happens, most often without any disciplinary action taken.
