Dumb newbie question

I’ve learned a lot but still come across new stuff. This data plate is new. Does double spool mean chain around two spoils? This is not my regular wagon, I’ve pulled it before but with freight that required straps, this load needed chain and when I was checking WLL info I saw the above info.

    I “think” the 4K is chain around stake pocket and the other is for a porta winch that slides in them with a d-ring or strap winch.

    I was so self conscious when I started with my new shiny gold chains, I was glad I at least had some old rusty binders to display. Even now when I have to pull them all out, there's 2 or 3 that are still pretty new looking and I try to hide them behind the rusty ones. Just saying thanks for justifying me lol.
