Dumb question from a noob

That's where being local helps me. I run Donner up to 5 times a week. I know of plenty of places that you can shut down. For sure when controls go up or it gets shut down like this you will have every off and on ramp filled with trucks parked. CHP will allow this and not mess with you. My advice if your facing the hill shut down is start looking off the freeway before Roseville you can find places especially in the large shopping centers
