In case things have changed, and I can't see any difference today( cough), in the midwest, and generally everywhere I've been, I never recall a dump truck driver paid by the hour. Primarily because of the uncertainty of the loads. In Colorado, I turned down a dump truck job, that was more like an operator job, some dump truck included, and he offered me $25/hour, which I thought was a bit lean. I wouldn't drive a truck of ANY kind for under $30/hr today, okay maybe $28.

Are you asking for hourly rate for a o/o or driver? O/o hourly for 10 wheeler is anywhere from $100-$115. Transfer going $125-$150. All depends of which broker but thats the ballpark for the Bay Area.

I'm trying to figure the semantics out of dump, end or hopper trucking also. O/O aside, most of these jobs don't seem to be hourly and are paid by the load.
Sand & Salt are a big deal here in the midwest, Cows & Roads so it would seem to be pretty stable year round employment.
Assuming no AG exemptions the most they can work you is the DOT 7/70 so advertising here 60k - 80k. I'm going to assume 60k for a 50hr average week and 80k if you hit that dot limit weekly and now adjust to your crazy California cost of living and MAYBE 10-15k more on either side of that scale.
I'm highly suspect that the majority of that higher end pay is going to come from having to slide axles/tandems which isn't a big deal UNTIL crappy equipment & bad weather. I think i just talked myself out of it, lol. -
$115 to $125 near resort areas here.
