I think your just over thinking it.
The dunage isn't going to magically jump out of that rack.
I wouldn't worrie about it. Any officer with common sense would see that it's in a secure contained rack already. Everybody I know that have racks like that on there flatdecks just throw there dunage in there with no problems

Depends on the jurisdiction.
I know Alberta would indeed give you a ticket if it is not secured completely. Common sense doesn’t come into the picture with them.
Bungee cords do not count as a load securement.
So you would have to fashion some kind of ratchet straps, cage or doors. -
From my understanding, the only place that really cares is Ontario. A short, 2-inch ratchet strap will do fine.

Looks like along the back portion, is a row of bolt heads. Maybe change one or two out for an eyebolt, or some other type of attachment point. Then look at where a strap or chain could attach under or behind the tray.
Would not go overboard on it. Simple is better. -

Anyway, those are the general securement regulations. It applies to securing dunnage just as it applies to anything else. -
I put two short C- channel pins with a piece of strap welded across the top down thru the pockets. No room for anything to jump out if all you have is boards in their.
The trailer dealer around here calls that a tarp rack. Go figure. -
Wisconsin will give you an “unsecured load ticket” I know from first hand knowledge. And no, bungee doesn’t count. Must be secured in all directions including UP.
