He said it's a fiber whip, so it can only tune in one direction. I'd rather get my money back on it than cut it and find out the tune is going the wrong way.

Ok, so I broke down and got a K40 super flex 3' whip that I can ACTUALLY ADJUST!!! My swr is down to 2:1 -1.9:1 on 1 and 40 and channel 20 is about 1.4:1. Not sure if that is right or not but I think my next jump is to get some mini 8 and maybe sand down the metal on the roof better just to make sure I have a good ground.

Any fiberglass stick is "wannabe" IMO and if you go cheap dont be surprised if that is your net return.
But if thats "good enough" HAMMER ON IT ! -
I can't say for that version of the K40 (which I've had bad with) but if I'd known you were gonna get something I'd have recommended the short firestick adjustable for the van. And yea, sand that connection, but be sure to coat it with dielectric grease, or it's rustable...and we all know how good rust conducts.

Ok, just got the swr checked on a "real" meter and I have about a 1.6-1.8:1 across the board. Not bad. I was able to talk from my town to another about 8 miles away on channel14 since it was clear of chatter. I think this might work out pretty good.
