This is not correct. Cell towers have nothing to do with an ELD's position. The mandate requires ELD's to have GPS functionality in the ELD, and all devices on the market have either autonomous GPS or assisted/autonomous GPS. (the assisted function, typically used in cell phones, gets what is called ephemeris data from the towers to help the GPS chip acquire the satellites faster, but doesn't use the location of cell tower for position.) So the position of an ELD is totally dependent on the GPS chip inside the device, not any cell tower.

And keep in mind that ELD and IFTA are not connected at all with respect to vehicle position. The ELD reg intentionally keeps the actual truck position fuzzy from a privacy standpoint, whereas IFTA requires actual position. But most states require the odometer reading to be the primary source of the mile data because historically that is the way it has been done forever.

Landstar keeps track of ours with it ( Omnitacs ). They give you the option of doing it on paper, but I can tell you by my milage taxes from Oregon & NM, it is to the penny.

We are currently installing the VDO Roadlog that has stated it does IFTA reporting. Guess I will be finding out soon. :)

Pedigree Technologies CabMate series of ELDs have the ability to track mileage and support that data for IFTA. They will even back you up if an IFTA audit happens. They use two different sets of data from the same device, one for the ELD requirements and the other for their Fleet Manager application that includes IFTA accounting.
