make sure the clutch pedal is all the way out.
from time to time the actual C-switch will go bad. -

cant offer you much help, but...
A friend with Peterbilt had to add alittle stronger clutch pedal return spring. A long shot, i am sure, but apparently it does happen?

the clutch circuit is run off of a common wire ( ground) Same with almost all kenworth switchs!!! if the pin out from the ecm is ok then that circuit should not be the issue.. it would be best to have cummins insite hooked up and monitor all of your switch inputs..
Brake ,throttle, clutch & switch inputs all come into play here.. it should be a failrly straight fwd diagnostic with a computer hooked up..
does the unit have a smartwheel? -
Is there suppose to be a hot wire going to the smart wheel
