After 2013 I was unable to drive my 2000 model Freightliner with a series 60 Detroit engine in California because it was not equipped with the pollution control equipment they required. I was able to drive it in all remaining states and all provinces in Canada.
Their CARB regulations were illegal then, they are now. One tends to forget that many other states, NJ, NY, MA, CT, ME, OR, WA for example attempted to enact the exact same regulations. The courts ruled an exception for California and allowed them to continue to enforce stricter and stricter air pollution standards, right up to the current mandates still on the books regarding the sale of internal combustion engine vehicles must cease as of 2035.
The exception was based on the unique atmospheric conditions in the LA basin, a precedent set in 1961 when California was allowed to force the automobile manufacturers to install a PCV valve on all engines, a modification costing less than $1 per car. Car manufacturers went to court on that one and lost. California has been abusing the precedent to what we see today.
California could have mitigated the effect of the regulations by applying the emission regulations to just the affected area. Since 1961 every car manufacturer has had a 49 states engine spec and a california engine spec. Non performance tuning with tamper free fuel and ignition systems was the biggest difference. All that time they never banned any 49 state car from coming in and out of california regardless of emissions. How they got to do that with trucks is a mystery.

I remember a few years back I was getting a level 1 inspection, I could see the computer monitor clearly as he was imputing all my 411, as he was scrolling, one page turned red, I asked him what was that about, he said it’s a FEDERAL thing, WE DONT follow it here in California. In other words, I guess we are a 3rd world country .

Not as much of a mystery as one might think.
The number of people who own an automobile and vote is a huge number.
The number of people who own and operate a tractor trailer for a living and vote is miniscule in comparison.
First one is politically impossible.

C.A.R.B. was set up again at the Tulare Rest Area on SR99. They have a sniffer as you enter. Every truck they pulled for further inspection were classic style trucks you could tell were deleted or non-emission. They're not going anywhere.
