I reused mine. No issues as of 100k. You can tell if they are stretched or not

You can re use cummins and Cat headbolts. Perfectly fine to do so. Very rare, if ever to have one stretch but if they do you will find out when you torque them.
Torque on an 871 ISX is 150ftlb 300ftlb and then 90 degrees. I do the 300 twice as the first time you torque it, the center bolts will loosen off as then rest of the head pulls down. No reason to let it sit overnight before doing the final turn. Waste of time and gains you nothing. Have yet to have a failure from torquing it as per then manual.
As @AModelCat says, sometimes engines slip through the cracks. More to the point, there is alot of the story missing. Was it overheated? Previous debris left in the air to air? Hard to condemn all Recon Cummins engines with so little info. Plus its under warranty. Let them fix it up and you will have a good running engine after.

Also re-torquing a head after a heat cycle on an 871 is kinda hard with all them cams in the way.....

Plus how do you do a retorque on 300 ft-lbs + 90 degrees?
