exhuast pipe

I have 2010 Prostar, and i'm getting a exhaust leak from the flex pipe to the hard pipe. The fumes are coming the joint of these two pipes. The clamp that is tac welded to hard pipe is this removeable? The nut on the clamp will not tighten,
