Kneejerk, at least to me, is doing something in retaliation for something happening, that ultimately doesn't make a lot of sense. Enacting some laws to keep this from happening is just something that should have been done a long time ago and it looks like we're in agreement with that. Sucks that it took something like this to awaken Ohio legislatures.
The d-bag that did this is already dead, so there's no enacting punishment on him. But these people that KNEW about the conditions these animals were being housed in and KNEW about the man's plans, should be brought up on charges and prosecuted.

Unfortunately, in this case, these animals were all aggressive, which was a byproduct of the way they were treated by the scumbag. These animals were going after cops and zoo personnel, a farmer and his horses, too. Again, it was because of what they went through, which unfortunately forced the decision that they needed to be killed and killed quickly.
