At my college course a state examiner came to the school. I don't k now if they paid for the examiner to come, If they did, then I would assume we would also have to wait to retest until the next batch of newbies were ready..

Third Party Examiners are not paid by schools..They work for Third Party Testers (trucking companies that have to jump through lots of hoops) they are licensed by the state and the companies are usually paying them a normal salary. When a trucking company becomes a third party tester they are obligated to test whom ever shows up at the scheduled times with the proper paperwork. The fees are all paid at the DMV.. or were when I was doing it

Well, op welcome to the new way of North Dakota. You should have gotten your CDL out of state. Most state testing stations here are months out on appointments, for CDL testing. It's hard enough for citizens of North Dakota to get a CDL, or any testing done, due to the influx of people.
I'm actually glad I have a job from ND that takes me to Montana, to work, motels actually have rooms if you stop in after 4pm. Not the ND BS of calling at 6am so you might have a room when you show up at 8pm.
Minot used to be decent. Now i think it's nickname is actually true, mind - rot. why not minot. -
if your testing at motor vehicle it is probably a month before they can get another appointment. I know someone that recently took there cdl in nd and it was a 6 week wait for a appointment for a road test

Drove to the intersection in my car today and took some photos. Here's a picture of that stupid hill/rise/whatever. I made absolutely certain that no cars came over the rise before I started my right turn.

Then a speeding car comes over the hill in the middle of my right turn, and the examiner orders me to stop in the middle of the turn. Because of that, he failed my test!!!!!!!!!!!!!! -
I might have missed it, had you driven this test route before?
Is it possible to make a right turn at that intersection without driving into an oncoming lane, either setting up for the turn or during/after the right turn?
It looks kind of tight for a full semi. If you do have to drive into an oncoming lane, when is the right time? And if there is no right time, why is this the test route?

Not me,I not only read the fne print but took a drive to the college 120 miles and spent the day there talking to instructors and students.

Did he fail you because even though the car was coming you just kept going thinking the car would stop?When making turns you still have to keep eyes moving.There's going to be times you have to slam on your brks like in this case.
