    Sadly, there is more to this.

    Canteen funds put in place by families are being used to subsidize the inmates meals (by inmates). And the entire $1.75 isn't even being spent. So they (Sheriffs Dept) pocket the money.

    If they actually spent the money on meals. There would be no need for large canteen funds for inmates.
