I'll file it under, people that live under conditions where the criminals profit margins and educations are at parity with pay and quality of the police force and all those places also have extreme disparities between the populace governed and the ruling class

 

Not 100% about wealth disparity, thats correlated, but more to do with recourse to equal application of the law etc

In some places, if you arent "connected", it doesnt matter if you have money or not if the people in power dont like you

Exactly. Those people have every opportunity in the world to change their lives for the better. They simply choose not to.

 

I wouldn't know but I city I live in is frequently the murder capital of Canada and I feel quite safe here,,,that said,,the murders are generally people playing with fire...drug dealers,,drug dealers trying to horn in on local competition, unpaid drug debts.. so nobody that will be missed IMO
