The recap is not a DOT required item, so you are correct, you do not have to fill one out, ever.
However, you would be surprised how many drivers I have had to put out of service on their 60/70 rule just because they did not keep a recap and had no idea how many hours they had.

Recap not required by enforcement, but you need to.know where you are at with hours available to work.on.the current day.

Looks to me, that the recap has never been a requirement. However, you better still have it anyways. Unless you don't care if you get shut down.
