That’s exactly why he mentioned it, and it’s complete bs. There’s no way he could tell it was off by one slot because not all trailers have the same exact distance between the slots.
Unless he measured it there’s no way he knew for certain that the rear axle was a few inches off.

I gave up fighting all this inspection crap a long time ago. I keep it safe, nice looking and to OEM specifications. If the officer needs to meet his quota, there is literally NOTHING you can do about it.
Example: In 1978 I purchased a brand new IH 4070 B. On it's 3rd trip, it had about 7000 miles on it, pulling a brand new Kentucky step deck HHG trailer with 4500 miles on the hub. Enter the scales at Lebec. Pull me around back into the inspection bay. Empty. Climbs all over both units for 20 minutes. Puts down 1 brake chamber out of adjustment. 1 5/8" inches I think it was, 1/8" over the limit according to him. He said get it adjusted, stop by a scale on the way out for the fixit inspection.
What I would like to see is the equivalent Data Q type scoring for inspectors. We would be able to easily see the inspectors that never give a clean inspection, the statistics would easily reveal a defective inspector and system.

Its a mistake I will only make once.
I will write up the trailer when I get back just to be safe. But honestly I think my lines are fine. -
