The right thing to do? The right thing to do would be to call or email the company that owns the scales and ask them. It appears that all the scales that I have been to charge 10 for a first weight and charge 2 dollars for every weigh after that for a period of 24 hours. Why do they charge that? I don't know. I know that if you weigh it once, then you should be able to figure out where to put your tandems without a reweigh. The fact that they charge 2 for a reweigh is because you wouldn't pay 10 twice. So they charge you 2. I have weighed 3 times before. The second time I was still off 133 pounds. Move one hole and I am fine but it is only 2 dollars, so I reweighed.
They want your business so they offer you 1 ten dollar weigh and unlimited reweighs for 2 dollars for the next 24 hours after you paid the 10 dollars. That is their business model.
Do you refill your glass at McDonalds when you eat inside? I do. They encourage you to do so. So why order a large when you can refill a medium.
Don't sweat the small stuff. You asked and they told you the price. -
I do this a lot. Sometimes it's been 8 hours. Still a reweigh

he is talking about 2 or 3 different loads a day not reweighing the same load
adjusting axles or reworking load
do as you all want or can live with

It states the same truck & trailer but it doesn't state " the same load". I mean I am just saying. if they are offering these services to out compete their competitors (or for whatever reason they are offering these services), I cant say I am gonna argue with them or dispute it.
If they stated same truck, trailer & load... that would be different... But, it doesn't state that.

^^exactly I use the same trailer # for sometimes 3 scales in a day.. It's not like there checking what your trailer # is. Places just want empty and loaded weight.

Well, the way I see it is:
Weigh the truck + trailer.....loaded or mt
Do whatever you gotta do and reweigh it, once or twice, or whatever. With the same load.
