There are no laws restricting fog lights. It's 50/50 with truck drivers. Some will use them all the time, while others show respect to each other by not using them when unnecessary. They point low, but to a trucker with tired eyes, any bright lights hurt.
There's even a thread in here debating about them if you want to type "fog lights" in the search feature.

Use them in fog, rain and snow. Even use them on secondary roads if you like. But there are many truckers that would appreciate if you didn't use them on the interstate on clear nights. Enjoy the new Jeep!

Yes, there are restrictions with fog lights. For one the can't be used in conjunction with high beams, they have to wired so that when you hit your high beams the fog lights turn off. Moreover, you can only have a combination 6 lights total between fog, low beam and high beem.
