Forced Catheterization Used In DUI Case

I thought if you refuse a blood or alcohol test its the same as failing the test
and they convict you on a refusel charge anyway.Sounds like this guy may
need to sue this cop for invasion of privacy and false arrest since the story
said he submitted to a breathalyzer test and passed it.
