When you say sway I'm talking about like wind pushing you causing you to sway. If you mean play in steering then this is a whole different thing. Volvo had a recall on the drag link and also check u joint at the steering box. If this air ride front axle the front bushings may be bad. They also need to have the steering box bolts re torqued many have come loose giving you play I would start by torquing the box bolts first then look the drag link then bushing

New tires, (including drivers) will sway until they get seasoned and harden up. It can make the feel of front end sway, whole truck sway. That's what I think.

If it has the air ride front then it will always sway. I can't tell you how many times I got write ups working in the shop that said, "Front end sways" or "Front end walks" when our drivers would change trucks and end up in a Volvo with air ride on the front. Then I had to go tell the drivers that its just the air ride on the front. You can spend thousands and thousands of dollars on that front end and still have it sway like we did with all of our trucks or you can get used to it. Those are about the only 2 options.

My 670 has air ride on the front axle. It takes some getting used to coming from a springer . Feels like the front is "floating". sure rides nicer

How about when your getting major sway in the drives on turns and curves with two full alignments that didn't correct the issue?

I replaced the front cab mount bushings on my last Volvo, fixed the sway feeling, they were worn out
