Are those places on I-80 and are they full service one stop shop truck stops? If so then there is an obvious problem.

The one in Dixon is just without ifta (so you can compare fuel prices state to state). The price at the pump would be 44.7 cents higher... When I fuel in California, I do so at the EZtrip in Fresno ($3.252 without ifta)
I use NASTC, the only one I can compare on your list is Houston Texas. With my Discount last week I paid $3.43. By the time you add .44 to the $3.279 that would make it 3.719. NASTC is still getting you a substantial discount.
