My galaxy 959 makes a electrical buzzing noise when I turn the clearance lights on in a 95 peterbilt 379. Any idea what would be causing it ?

A couple of things come immediately to mind. If your clearance lights are LEDs rather than incandescent bulbs (much longer life and lower current demand for LEDS), then the LEDs themselves can cause what's called "broadband noise". A side effect of the way they work is that they work as little tiny transmitters up into the radio frequencies (like any diode can) and if they're close enough to your CB antenna, the antenna might receive the low level signals from the LEDs.
Also try the test without the engine running. If you only get the noise when the LEDs *and* the engine are on, then the DC wiring that carries current to the clearance lights may be carrying alternator "whine". This time, though, the signal is probably being radiated by the DC wires to the clearance lights, rather than being actually generated in the lamps, as would be the case with LEDs. If this is the case, the noise may be coming into your radio either as "conducted" signal through the DC wiring, or as "transmitted" noise through your antenna circuit, similar to how the radio can hear LEDs.
Some noise sources are best eliminated at their source, while others are easier to eliminate (or at least reduce) in the receiving device.
My suggestion would be to try the simple tests listed above and report back. Then one of the "better brains" than I am can likely suggest a simple (if not inexpensive) fix that has worked for them in the past.

It was with the engine off and there are only a couple LEDs on the trailer wich was hooked to it at the time of noise
