You need at least the permit before you can test. The endorement then goes on file but does not go into effect until you get your liscense. I passed all my endorcement tests with my permit before I had my cdl. The only real benifit is with all written tests done you have less to worry about and can focus on learning the actual driving and pretrip
I think its technically possible, but you have got to get the background check done and sync it with your testing for the permit. However I don't think you can do it unless you are going to CDL school in the same state you live in. I say this because you might not be able to transfer it. This is something you need to ask the school and your state DMV about.
"If you go for the Haz mat, might as well get the package deal and get your twic card. They will give you a background check so NO felonys is a must. BTW, its a different division you have to go to, not DMV. You have to find the feds, TSA." Just a note, fi you get one first and wait for it to get done, you can get a discount on the other. I forget if its hazmat first, then TWIC or vice versa.

Hazmat is no big deal to get. It is just a test and a fingerprint, background check. There is really no reason not to get it. It makes you a more valuable driver, so unless you have a way in to a good job that does not need it, it is good thing to have. Even when trucking for mega crap companies it is a bonus. First they usually spiff you $25-$50 bucks for each hazmat load. Secondly, since you have hazmat you are less likely to sit when there is little freight. That alone is worth the price of admission.

Not trying to belabor the point but someone with a felony and is otherwise eligible can get the same (discount) as someone without a felony. I know I don't own this website and I am not an admin here, however I can't say this strongly enough. All of the FMCSA regulations are available online. The things you need to get hazmat/TWIC is also online. In most of the states you can get DMV information online. All the megacarriers have websites too. In fact you would be surprised what you can find out by just doing a smart "google" search. There is no reason for anything to be posted in these help forums that is false. I have already sent 4 PMs today to new drivers warning them that several postings in these forums are wrong, showing correct information then being thanked. I just think if you don't know you should not be trying to answer a question.
