That's one of those "catch all" violations. If you didn't sign it. If you didn't either write the BOL# or both the commodity and shipper in the remarks section. If you forgot to total up the number of hours on each line. If something isn't legible enough for the officer's liking. If you wrote the wrong trailer # by accident. Etc.

Form and manner covers a LOT of miscellaneous stuff.

I have also had a ton of random roadside inspections in SD, all while doing under the speed limit in a nearly new truck with a nearly new trailer all clean and shiny. Most of them have also been at night and the trooper never came close enough to the door to read DOT #'s. I attribute it to the trooper knowing he can get through the inspection with little to no paperwork to fill out due to a clean inspection and meet his required contacts for the month. I have been told this by a SD trooper long ago that they had to make so many commercial contacts per month and with their new federal aide package they have had to double it.

Yeah. At least 10 overweight tickets.. Shippers fail to realize 38k is overweight for a 20 and 45k for a 40.. I don't pay them and it doesn't effect my job so at long as I'm getting paid I'm cool.. You keep getting inspections you got to be doing something wrong. It could be talking on the cb or on the phone to wreckless driving or eating. They not just going to say Hey! I remember him. Every time I see him I'm going to do a lvl 3.

2 or 3 a year for myself. Usually get a clean write up, but sometimes they will find a nit pick item to warn you on. Hate getting that little stuff, but mostly they just want to do a bang-bang contact and kick you down the road. The best one happened with the guy telling me to bring my stuff back to his cruiser at about 6am, and I'm rolling at 615. Barely looked at the logbook, but did tell some dxxx funny jokes.

No, it's like disorderly conduct. It's easier to write up, dosen't need to be specific, and it's an umbrella for everything in that catergory.

Why is a cop a bad guy if you did something wrong?

No he is right. Form and manner have nothing to do with safety, which is the reason for the inspection. To top it off, form and manner violations are what allowed FMCSA to ramrod EOBRs down carriers throats.
