Is that 30 miles in the mountains, on the plains, or both?

Flatlands mostly. Although a friend of mine was going by Exit 138 off Interstate 81 and had a conversation with the driver down by the Cabela's off Interstate 78 and Route 61 with his Cobra 29 Chrome Edition and a 4-foot Firestik antenna on a Kenworth W900

I just checked the mileage and it looks like it's about 28 miles straight shot and there's lots of mountains out that way not exactly flat

Powder is referring to the factory recommendations of .5 uv signal at 12db Sinad. Which is the factory recommendations for real cb radios, like uniden, cobra, etc.

Well, that's just a factory recommendation....nothing wrong with a lower reading. I noticed the radio you are showing is at -113db or .2 uV. I'm a little confused by your reading though, because -113db is .501 uV, and -121db is .2 uV. I have an old 1997 cobra 25 classic I bought for $2.00. I replaced the squelch transistor, and did an alignment on the transmitter. I set it to 4 watts and around 95% modulation. I am using a ranger 198 mic on it in the Peterbuilt that I drive. I didn't do a receiver alignment because it was showing -114db or .447uV at 12db sinad. I could have probably got it lower, but for a 4 watt cb radio, it receives just fine for me. I've never worked on a 10 meter export radio, but I noticed that the RCI 2970N2 is showing a .5uV (or better) at 10db sinad recommendation from the factory.
