Seems like a lot of the preplans have "boilerplate" in them, meaning there are "fields" already filled out in the computer for that particular customer that the CSR simply updates in order to create the next preplan from a template or from a previous preplan. They simply pull up the old one, change a few things like the trip number, and let 'er rip. I see this all the time especially in the comments section, which can have a small novel of customer requirements, many of which may have been useful at one point in time but never gets updated.

Usually these can be clarified with a phone call to the DM, but I also suspected that much of the time the CSR isn't given the correct information from the customer in the first place.

My current load said 14k, but it is less than 11k.
My last one said 44k, but it was only 26k.

It can go either way. You never know until you get the BOL and actually weigh it.

Yes, it seems like some places just use a template for a generic load. Sometimes it works against us, and sometimes not.
That is good enough reason to never fill up before picking up a load.

Picked up a load at a furniture warehouse last year, supposed to be 30K full load. Turned out to be two office desks and two chairs, all the way from St. Louis to LA. Customer must have REALLY wanted those desks...

from what someone told me not long ago the weights in the preplans are sometimes the average weight unless they manually change it but not sure how accurate that is

Nope. Target dedicated out of Chambersburg, PA has a few mentors. We had two greenhorns straight off of their mentors' trucks start last week. At least they do know the routine!

In Chambersburg, PA. Unloading my 2500 mile HV load. Gonna make for a nice week, only problem is so far no load out.

Found out yesterday that I got yanked off of accelerated pay. Seem Swift lost 2 BOLS that I scanned at Fontana back in early March. Good thing my DM checks for stuff like that. If I check for "missing BOLs" on the owner's web site I see nothing. Seems that you need to do a Mac47. Another example of the wonderful Swift office types watching our back......NOT!
