Not to my knowledge on a learners permit. Most states don't allow schools or training centers to carry HazMat, so the "non-excepted" portion would be for that reason. If the applicant/student were already a CDL holder, and was training for oversize, that would qualify for the "non-excepted" upgrade.

This is for ohio, must be different for Georgia

Drivers who apply for a Commercial Learner’s Permit (CLP) or CDL are required to self-certify their type of driving as described below. Please see the CDL Self-Certification Authorization (form BMV 2159)for examples from each category.

    Category 1
Non-Excepted Interstate: CDL holders who drive across state lines or transport freight that has or will cross state lines and must meet federal medical requirements subject to 49 CFR part 391. Must submit a medical card to the Ohio Bureau of Motor Vehicles (BMV).

Iowa is the same way. Instructor at the CC made sure we self certified Non-Excepted Interstate.

It just has to do with in state/out of state driving and whether or not you file your medical card with the DMV. 4 categories. If OP had the medical card with him and self certified when he got his permit issued it may take 24 hrs for the state to update the information. (Happened to me when I pulled my MVR that same day I got my permit)

Go back and tell them you want to change your certify thing. Change it to non excepted interstate. I don't see a problem with doing that. Worst they can say is no. I've changed mine in the past.

Be very careful when you get your CDL papers to fill out after you graduate.

One of those papers is going to be a affidavit to go either under Tier One (With 4 sections detailing exactly which type of trucking with a valid medical card) and there is your Tier Two with NO valid medical card AND Grandfathered CDL Drivers. Tier two is NOT running freight for money like regular trucking, it is a database to call you up to Federal service when somewhere we get nuked and there are bodies to haul by the hundreds in your semi.
