By the way, in your opening statement, you state that the officer did write a report, but don't mention anything about a citation, unless I missed it. I am assuming that no citation was issued. That is where the officer did use discretion, as he could have written one.

There seems to be a certain tendency in some folks who tend to do things out of spite. I would respect it more or less if the guy was pushing the quota because of the promised promotion or the demanding superior but sometimes people with even a litle bit of power think it is their job to make your day miserable.

A local driver needs to carry the blank log book just in case they cross the 100 mile radius or the 12 hour mark during their day so they can stop and fill out a page making them legal to continue.

well..the violation whether or not a citation was issued is mute since it still gives points on the csa score..
