You have to plug in a laptop with the correct program on it and Penske also locks the back door aswell I bought an old Penske lease truck and had to reflash the ECM and yes we had called Detroit numerous times and they couldn't even figure out how to get in so that's my experience with Penske trucks also if you are leasing the trucks from Penske it's in your lease that you can't change the ECM settings
forgot to mention that the ECM will log who made the changes and what changes they made by their user info for the program they use so I doubt a mechanic for Penske would be willing to lose their job over 1 guy wanting to go faster Penske trucks run 70 really need much more than that? It's not the Indy 500 out there
