I have covered tractor and trailer plates in Md,Pa,Nj and Va for several years and no problems. With that said it only takes one grumpy cop to ruin your day.

Like the other mamber said "read your permits". I was pulled over for having my strobes on and being 2" under the strobe requirement while being oversize in IA. Also got a ticket (which was dismissed) for having an oversize load sign to small. Was 6' rather than 7' and also warning for road grime "middle of winter" on sign in OR. Was also verbally warned to have my plate showing, which was covered up by sign. So follow the permit and like other driver said "get the provisions".

For you flags try going to Home Depot or Lowes or whatever and grab a bunch of cheapazz plastic ratcheting clamps. They usually have a hole that you can wire your flag into and you can clamp them wherever you need them.
