I was watching a video on You Tube from the Iowa DOT. It was interesting as he explained how to determine the wll of chains and straps. He also talked about when a strap was damaged to the extent that it must be replaced.
My question comes from the Officer saying that you are not allowed to hook two chains together in order to make the chain longer. I fail to see the difference since you hook the binder to the chain and then directly to the edge of the trailer. Or is hooking the binder between two separate chains a no no also? Is no chain to chain hooking everywhere or is it an Iowa thing?

Yes, he heard him correctly. I'm guessing this is the video he is talking about. At about 9:25 the officer talks about not being able to hook to chains together to make a long chain.

Captain MSU? Not sure if your serious or if that's a joke I don't get! The officers name is Steve Robinson. A "disclaimer" if you want to call it that is posted in the comment for the video, saying that the video was made during his internship at the Iowa DOT. 8/19/2014

MSU stands for Make Stuff Up. Sometimes the officers don't fully know the laws they enforce.

I think it's understandable for officers to not know all of the regs, there are a lot of them. But to 'Make Stuff Up' on the fly, especially to have it on a video for the world to see, that doesn't look good on Iowa.
