No, I don't think I'd call him that. He was simply conveying to Iowa State employees, what the Iowa State Department of Transportation expects of their own employees, not what is required by the FMCSA. IF he had been making a video to put up on youtube, to show truckers the right way to do things? Yes, I'd agree, he would be Officer MSU. This video was never supposed to get to youtube.
I completely understand their reasoning behind not hooking two chains together as in internal rule. I have many such rules for my own employees. My employees, covered under my work comp, and all of my other insurance policies, can screw up a wet dream. Having multiple redundancies in place, although occasionally slowing production, potentially limit bad stuff from happening. (bad stuff still happens when someone doesn't pay attention, but... no matter how much procedure you put in place, you still can't fix stupid. But, as an employer, its your job to try)
